Fraksi-Fraksi DPRD Sumsel Dengarkan Jawaban Gubernur

PALEMBANG – Setelah Rapat Paripurna XXXVII (37) sebelumnya Gubernur menjelaskan Raperda APBD Perubahan Tahun Anggaran (TA) 2021 dan Fraksi-fraksi DPRD Prov. Sumsel menyampaikan pemandangan umumnya terhadap Raperda dimaksud, hari ini (27/9/2021) Gubernur Sumsel menyampaikan jawabannya terhadap pemandangan umum fraksi-fraksi tersebut.

Paripurna XXXVII (37) lanjutan dengan agenda Jawaban Gubernur terhadap pemandangan umum fraksi-fraksi terkait Raperda Perubahan APBD TA 2021 dipimpin oleh Wakil Ketua DPRD Prov. Sumsel; Ibu Kartika Sandra Desi, SH, didampingi Bapak H.M. Giri Ramanda N Kiemas, SE, MM, serta dihadiri oleh Wakil Gubernur Sumsel; Bapak Ir. H. Mawardi Yahya, dihadiri oleh Pimpinan OPD, Tamu undangan lainnya baik langsung maupun virtual.

Dalam jawaban Gubernur yang dibacakan oleh Wakil Gubernur; Bapak Ir. H. Mawardi yahya itu, disampaikan tanggapan terhadap pemandangan umum Fraksi-fraksi diantaranya:

Terkait saran pemutihan, Pemprov telah mengambil kebijakan itu dan akan berlaku insyaAllah mulai tanggal 1 Oktober 2021 sampai 31 Desember 2021, berupa penghapusan pajak progresif dan penghapusan sanksi administrasi (denda dan bunga PKB dan BBN KB)

2. Menanggapi saran terkait dana hibah agar berkonsultasi ke Kemendagri untuk menghindari kesalahan dimasa yang akan datang, bahwa Dalam belanja hibah Pemprov telah melakukan konsultasi ke kemendagri dan untuk belanja hibah harus dievaluasi oleh OPD terkait dan di akomodir dalam RKPD selanjutnya dituangkan dalam KUA dan PPAS menurut objek, rincian objek dan sub rincian objek pada program, kegiatan dan sub kegiatan sesuai tugas dan fungsi perangkat daerah terkait.

3. Pemprov sangat fokus dalam menuntaskan penanganan jalan rusak sebagaimana visi Prov.Sumsel “Sumsel maju untuk semua, Maju Infrastruktur”.

4. Terkait saran melakukan evaluasi kinerja kepala OPD yaitu Kesbangpol, diucapkan terimakasih dan menjadi masukan untuk mengevaluasi masing-masing OPD sesuai regulasi UU, Peraturan Pemerintah maupun peraturan teknis lainnya.

5. Terimakasih atas saran mengenai SMA yang berada di daerah terpencil, bahwa dalam memberi perhatian khusus Pemprov telah memberikan bantuan untuk sekolah-sekolah kecil yang mekanismenya melalui dana alokasi khusus (SMA,SMK,SLB) serta melalui dana Bock Grant dari Kementrian Pendidikan, Kebudayaan Riset dan Teknologi.

6. Terimakasih atas perhatian terhadap kelangkaan pupuk ditingkat petani terutama pupuk bersubsidi, Pemprov telah melakukan relokasi ketersediaan pupuk antar kabupaten dan berkoordiasi dengan produsen pupuk di Sumsel untuk memenuhi kelangkaan pupuk dan telah melakukan pemantauan harga oleh komisi pengawasan pupuk dan pestisida.

7. Terkait penyelenggaraan angkutan batubara yang melalui jalan umum, Pemprov tetap berkomitmen dengan peraturan berlaku dan terus berupaya mendorong dan memfasilitasi perusahaan batubara untuk membangun atau menggunakan jalan khusus atau jalur kereta api yang telah ada.

8. Terkait dana hibah yang penetapannya di Kesbangpol sampai saat ini belum terserap oleh penerima hibah antara lain KPUD Sumsel dll, akan menjadi perhatian sehingga usulan proposal hibah akan dialokasikan kembali pada tahun 2022.

9. Prioritas penguatan perlindungan sosial dan pemulihan ekonomi masyarakat tentu dilaksanakan Pemprov Sumsel dalam rangka peningkatan kesejahteraan masyarakat utamanya dampak dari Pandemi Covid-19 diataranya : 1.) Intervensi penanggulangan Covid-19 untuk bidang kesehatan berupa insentif tenaga medis dan belanja penanganan kesehatan, 2.) Tambahan jaringan pengaman sosial, 3.) Pemberian dukungan sektor industri dan UMKM. Kegiatan yang telah berjalan : bantuan pemulihan dampak ekonomi melalui Usaha Ekonomi Produktif (UEP) sebanyak 900 KPM, Home Care lanjut usia berupa penyediaan sandang pangan, pemenuhan alat bantu, pemenuhan kebutuhan dasar dan berbagai kegiatan lain.

10. Ucapan terimakasih atas apresiasi terkait alokasi dana sebesar Rp. 12 Milyar untuk pembebasan lahan pembangunan fly over simpang sekip – angkatan 66, dan pada tahun ini akan segera proses tender pekerjaan fisik oleh balai besar pelaksanaan jalan nasional V Sumbagsel.

11. Terkait kesejahteraan nasib P2UKD (Petugas Penghubung Urusan Keagaamaan Desa), bahwa pemberian insentif Rp. 300.000/bulan untuk 3.318 petugas selama 12 bulan, telah dibayarkan sebanyak 6 bulan dan 6 bulan berikutnya segera direalisasikan setelah laporan kegiatan P2UKD lengkap diterima Biro Kesra Prov. Sumsel.

Selain poin tersebut masih banyak lagi poin-poin Jawaban Gubernur terhadap Pemandangan umum Fraksi-fraksi atas penjelasan Gubernur terkait Raperda Perubahan APBD TA 2021 yang dibacakan secara rinci dan seksama oleh Wakil Gubernur Sumsel.

Setelah mendengarkan Jawaban Gubernur tersebut Perwakilan juru bicara dari masing-masing fraksi; Ibu Nadia Basyir, SE menyampaikan dapat memahami dan menerima untuk selanjutnya hal teknis akan dibahas di komisi masing-masing dan harapan konsistensi dengan hal yang telah disampaikan.

Selanjutnya Paripurna diskors untuk selanjutnya memberikan waktu kepada Komisi-komisi untuk melakukan pembahasan terhadap Raperda dimaksud bersama OPD mitra kerja, yang hasilnya akan disampaikan pada Rapat Paripura XXXVII; Pembicaraan Tingkat II dengan agenda Penyampaian laporan hasil pembahasan dan penelitian Komisi-komisi terhadap Raperda Perubahan APBD TA 2021 hari Kamis 30/9/2021 mendatang.(ADV/RZ)
