DPRD Sumsel Setujui Raperda Perubahan APBD 2021

PALEMBANG – Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sumatera Selatan (Sumsel) menyetujui Raperda Perubahan APBD Tahun Anggaran 2021.

Persetujuan tersebut tertuang dalam Rapat Paripurna XXXVII (37) Provinsi Sumsel dengan agenda penyampaian laporan hasil pembahasan dan penelitian komisi-komisi terhadap Raperda Perubahan APBD Provinsi Tahun Anggaran 2021, di ruang rapat paripurna DPRD Provinsi Sumsel, Kamis (30/9/2021).

Seperti dipaparkan Juru Bicara Komisi II DPRD Provinsi Sumsel, Yenny Elita SPd.MM dalam kesimpulan dan saran  hasil pembahasan dan penelitian Komisi II  DPRD Provinsi Sumsel serta berdasarkan hasil rapat internal komisi, maka dengan mengucapkan Terima kasih.

Komisi II DPRD Provinsi Sumatera Selatan berkesimpulan dapat menerima dan memahami Raperda tentang Perubahan Anggaran Pendapatan Belanja Daerah Provinsi Sumatera Selatan Tahun Anggaran 2021 dengan segala perubahan  pergeseran, perbaikan dan penyempurnaannya, karena sesuai dengan tugas Komisi II DPRD Provinsi Sumatera Selatan.

Selain menyetujui Raperda APBD Perubahan itu, Yenny mengucapkan terima kasih kepada Gubernur Sumatera Selatan Herman Deru yang telah kembali merekrut 400 petugas pendamping /penyuluh beberapa waktu yang lalu. Dengan adanya rekrutmen  tersebut maka Komisi Il mengalokasikan anggaran untuk Perekrutan Pegawai Honorer pada APBD Perubahan Tahun Anggaran 2021. Selanjutnya terkait dengan Kekurangan Petugas Pendamping /Penyuluh Pertanian,  Komisi II juga meminta kembali dukungan anggaran pada   Gubernur Sumatera Selatan untuk Dinas Pertanian, Kehutanan, Perkebunan, Perikanan dan Peternakan, pada APBD 2022.

Sementara itu melalui Juru Bicaranya Drs Solehan Ismail, Komisi III menyimpulkan bahwa setelah melakukan penelitian dan pembahasan secara menyeluruh dan komprehensif terhadap Rancangan Peraturan Daerah Anggaran Perubahan Provinsi Sumatera Selatan Tahun Anggaran 2021 khususnya bidang tugas Komisi III, Komisi III dapat memahami dan menerima Rancangan Peraturan Daerah Anggaran  Pendapatan dan Belanja Daerah Perubahan Provinsi Sumatera Selatan Tahun Anggaran 2021 dengan segala perubahannya sebagaimana tercantum yang tidak terpisahkan dari laporan ini untuk ditetapkan menjadi Perda Provinsi Sumatera Selatan.

Dalam kesempatan itu Komisi III juga memberikan saran di antaranya  agar BPKAD  sebagai OPD yang melaksanakan Penatausahaan Barang Milik Daerah menginventaris dan menertibkan aset-aset milik Pemerintah Provinsi Sumatera Selatan yang dikelola oleh OPD-OPD yang tersebar di Kabupaten dan Kota di Sumatera Selatan yang kurang dan atau tidak optimal pemanfaatannya untuk dapat dialihkan pengelolaan dan pemanfaatannya kepada OPD yang  lebih membutuhkan terutama UPTB Bapenda sebagai ujung tombak Pendapatan dari sektor Pajak Daerah sehingga aset tersebut dapat bermanfaat secara efektif, efisien dan bernilai tambah bagi daerah.

Sementara itu Gubernur Sumsel H. Herman Deru pun menyampaikan apresiasinya kepada kepada Pimpinan dan Anggota DPRD yang telah membahas Raperda Perubahan APBD tersebut.

Menurut HD dirinya sangat berterimakasih dan memberikan penghargaan yang setinggi-tingginya kepada seluruh pimpinan dan anggota Dewan Perwakilan Rakyat Daerah Sumatera Selatan yang tergabung dalam Badan Musyawarah, Badan Anggaran dan komisi-komisi yang telah meluangkan waktu, pikiran dan tenaga untuk  melaksanakan pembahasan dengan mitra organisasi perangkat daerah / biro terkait sehingga Perubahan Anggaran Pendapatan dan belanja daerah Provinsi Sumatera Selatan Tahun Anggaran 2021 dapat diselesaikan sesuai jadwal yang telah ditetapkan.

Terkait catatan dari komisi-komisi menurut HD Gubernur akan  menjadi masukan bagi penyempurnaan Raperda.

“Catatan-catatan yang telah disampaikan oleh setiap komisi dalam laporannya akan kami tindaklanjuti dalam penyempurnaan perubahan anggaran pendapatan belanja daerah provinsi sumatera selatan tahun anggaran 2021” kata Gubernur HD.

Lebih jauh HD  menjelaskan bahwa beberapa poin kesepakatan APBD perubahan yang telah disetujui bersama, dan harapan program kegiatan dalam APBD perubahan tersebut dapat dilaksanakan secara berhasil guna dan berdaya guna dan harapannya suasana kerjasama dan kemitraan eksekutif dan legislatif tetap terus terjalin.

Dalam kesempatan itu dilakukan juga penandatanganan persetujuan Raperda Perubahan APBD Provinsi Sumsel Tahun Anggaran 2021 antara Gubernur Sumsel H. Herman Deru dan Ketua DPRD Provinsi Sumsel Hj Anita Noeringhati. (ADV)
