PALEMBANG – Pemerintah Pusat mengeluarkan aturan baru terkait percepatan penanganan Covid-19 beserta dampaknya. Yakni, melalui Peraturan Menteri Keuangan (PMK) nomor 69/PMK.07/2021. Salah satu isinya mewajibkan pemerintah daerah menganggarkan 8 per dari DAU untuk percepatan penanganan Covid 19.

Hal itu diutarakan Kantor Wilayah Direktorat Jenderal Perbendaharaan (Kanwil DJPb) Sumatera Selatan, yang mempublikasikan kinerja dan fakta (KiTa) APBN lingkup Sumatera Selatan per triwulan II 2021, Kamis (29/07/2021).

Kanwil DJPb Sumsel Lydia Kurniawati Christyana menjelaskan, sampai dengan triwulan II tahun anggaran 2021 ini, APBN terus bekerja keras merespon pandemi Covid-19 dan dampaknya yang masih melanda. APBN berperan responsif dan antisipatif menghadapi perkembangan kasus Covid-19. APBN berupaya dapat terus memberikan dukungan optimal bagi kesejahteraan masyarakat secara merata.

“Respon APBN misalnya terlihat dari fokus penggunaan APBN pada program penanganan kesehatan serta perlindungan sosial untuk masyarakat miskin. Pemerintah melalui Kementerian Keuangan menambah alokasi penanganan sektor kesehatan menjadi Rp214,95 triliun. Sektor perlindungan sosial bertambah menjadi Rp187,84 triliun. Total penambahan kedua sektor tersebut sebesar Rp55,21 triliun,” jelasnya dalam keterangan pers secara zoom kepada media, Kamis (29/7/2021).

Lydia menambahkan, Kementerian Keuangan juga mengupayakan percepatan penyaluran dana desa dan BLT Desa. Upaya tersebut antara lain dengan mereformulasi aturan mengenai pengelolaan dana desa melalui Peraturan Menteri Keuangan (PMK) nomor 69/PMK.07/2021.

Perubahan itu di antaranya mengubah ketentuan dokumen persyaratan peraturan desa tentang APBD Desa. Awalnya dokumen tersebut merupakan syarat penyaluran tahap pertama, sekarang menjadi syarat penyaluran tahap kedua.

Pola periodisasi penyaluran dana desa untuk BLT desa juga berubah. Semula penyaluran dilakukan secara bulanan berubah menjadi tiga bulanan. Pemerintah desa melalui pemerintah daerah dapat mengajukan permohonan penyaluran dana desa untuk BLT desa sekaligus untuk kebutuhan BLT desa selama tiga bulan.

“PMK itu juga mewajibkan penggunaan spesifik (earmarked) minimal delapan persen dari anggaran dana desa untuk kepentingan penanganan Covid-19 dan dampaknya. Besaran dana tadi tidak termasuk pendanaan untuk BLT Desa.

Earmarked minimal delapan persen juga berlaku pada dana transfer ke daerah. Melalui PMK nomor 94/PMK.07/2021, kementerian keuangan berupaya mengoptimalkan penggunaan dan penyaluran dana transfer ke daerah untuk percepatan penanganan Covid-19 dan dampaknya,” katanya.

Pemerintah daerah wajib menyediakan dukungan dana paling sedikit delapan persen dari Dana Alokasi Umum (DAU) untuk kepentingan itu. Bagi pemerintah daerah yang tidak mendapat alokasi DAU, penyediaan dukungan dana berasal dari minimal delapan persen dari Dana Bagi Hasil.
